ORGANIZATIONAL CONTEXT

The Department of Trade, Investment and Innovation (TII) supports countries in their efforts to develop through trade, investment and innovation the potential of the manufacturing sector to drive socio-economic progress. Developing countries often face constraints arising from the lack of competitive productive supply capacity of tradable goods, which meet the quality, health, safety, environmental, sustainability and consumer protection requirements of targeted markets. They also frequently lack the capacity to implement the multi-lateral trading system provisions for imported and exported products.

The absence of a capacity to establish compliance with market requirements and the lack of internationallyaccepted local proof of compliance restricts the ability of developing countries to exploit trade opportunities and fully participate in the global rule-based trading system. The Investment Promotion Division (PTC/TII/INV) supports countries in improving their investment and innovation climate by assisting governments and institutions at the national and regional levels to analyze investment and technology needs.

Furthermore, the Division strives to enhance the impact of foreign and domestic investments and increase the rate of innovation and technology transfer. The Division maintains international platforms and provides direct support for investment and technology promotion and networking. These include regional networks of national investment promotion agencies (IPANets) and the Enterprise Development and Investment Promotion (EDIP) programme and the Subcontracting and Partnership Exchange (SPX) programme.

The Division manages UNIDO’s international network of Investment and Technology Promotion Offices (ITPOs), which provides the platform for linking the IPA and SPX networks. The ITPOs offer value-added services throughout the entire investment promotion cycle from the identification of partners to ensuring the viability of projects, and complement UNIDO’s capacity-building activities by mobilizing financial and technological resources to scale up development impact.

PROJECT CONTEXT (140070)

The project addresses the capacity development needs of the Nigerian Federal Ministry of Industry, Trade and Investment (FMITI) to lead and monitor the implementation of selected elements of the Nigeria Industrial Revolution Plan (NIRP), in collaboration with its parastatals and partner institutions. Specifically, the project will focus on identifying and developing some fundamental skills needed for supporting implementation of selected NIRP actions. The second phase of the project will focus on supporting pilot projects relevant to the NIRP plan as well as continuing to roll out capacity building activities.
